PROBLEM TO BE SOLVED: To display a well-balanced and easy-to-see picture without operation by user by automatically calculating a reduced scale from a positional relationship between a destination and a present place and dynamically changing the reduced scale. SOLUTION: A distance calculation part 103 calculates a distance from a present place to a destination by using the destination position from a destination input part 101 and the present position from a present position acquisition part 102, and sends the distance to a reduced scale judgment part 105. The reduced scale judgment part 105 refers to a relation between the distance and the scale accumulated in a judgment condition accumulation part 104 based on the distance, and sends the judgment result to a coordinate transformation part 107 as a reduced scale. The coordinate transformation part 107 transforms actual coordinates of the positions of the present place and destination into coordinates for displaying on a screen based on the scale from the reduced scale judgment part 105 and the display conditions accumulated in the display condition accumulation part 106. A picture display part 108 plots the transformed coordinates from the coordinate transformation part 107 on the screen as a picture to display.
