The anchor (1) is formed by two half-rings (5) that fit round a post or a single half-ring that attaches to a bracket mounted on a flat surface. The half-rings have an L-shaped section with the flat part perpendicular to the mounting surface. Holes (11) at regular intervals round the flat part of the half-ring accept hooks attached to the ends of the cables. To mount on a pole the half-rings are joined by external L-shaped brackets (6,16). Holes in the brackets allow bolts (25) to pass through the ends of half-rings to join them to form a closed ring. A bolt (7) passes through holes in the vertical part of the brackets, and passes diametrically through the pole.
