PROBLEM TO BE SOLVED: To control the position of a tracking lock of a reproducing head on a recording tape of every kind to be in the point capable of obtaining always the best picture quality. SOLUTION: A regenerative composite signal regenerated by reproducing heads 1A and 1B is taken out of a regenerative video signal processing part 14 and is outputted to a synchronizing separator part 16 by a regenerative composite output part 15. A horizontal synchronizing signal is separated from the regenerative composite signal by the synchronizing separator part 16, and is detected and outputted to a band pass filter 18 by a synchronous detecting part 17. The horizontal synchronizing signal extracted from the band pass filter 18 is compared with a reference signal generated from a reference signal generating part 19 by a comparator part 20 to detect a time base fluctuation amt. (jitter value) of the horizontal synchronizing signal, which is then outputted to an A/D converter part 7. Tracking control is performed on the reproducing heads 1A and 1B by a position control part 8 in controlling a rotary phase of a capstan motor 22 via a capstan control part 9 so as to minimize the jitter value inputted from the A/D converter part 7.
