Reinforced cell material

A cell material structure (10) for confinement of concrete and earth material, having a plurality of plastic strips (14) bonded together on their faces in a side by side relationship at bonding areas (16) which are staggered from strip to strip such that the plurality of strips (14) may be stretched in a direction perpendicular to the faces of the strips (14) to form a web of cells (20), the strips (14) forming cell walls (18). At least one of the strips (14) has an aperture (34) through which a reinforcing member (12) extends. Preferably, the reinforcing member is a tendon (12) made of a polymer having a nominal breaking strength of from about 100 to about 2,500 lb.
