PROBLEM TO BE SOLVED: To surely prevent the elution of heavy metals by promoting a hydration reaction and a ferrite-conversion reaction in the treatment of highly alkaline dust ash containing heavy metals. SOLUTION: Dry ash 2 containing heavy metals is added with cement 4, and the mixture, after being mixed sufficiently by a mixer 7, is mixed with divalent iron and water and kneaded to conduct a hydration reaction by cement and a ferrite-conversion reaction by a divalent iron. In this way, the hydration reaction takes place in a uniform mixture of the ash 2 containing heavy metals and the cement 4 so that the heavy metals are taken easily into the hydration reaction solution crystals of the cement 4 to be fixed.
