PROBLEM TO BE SOLVED: To make better the coating adhesion of insulating coating excellent in tension applicapability in a grain-oriented silicon steel sheet having low core loss by coating a grain-oriented silicon steel sheet with a coating soln. essentially consisting of phosphate and colloidal silica and executing baking. SOLUTION: This is a method for forming insulating coating on a grain- oriented silicon steel sheet in which, in the method for forming a tension applying type insulating coating by coating a finish-annealed grain-oriented silicon steel sheet free from inorganic mineral coating with a coating soln. essentially consisting of phosphate and colloidal silica so as to regulate the coating weight per side to 1.0 to 10.0g/m<2> and executing baking, the weight ratio of the solid content of silica to phosphate is regulated to 0.8 to 3.0.
