PROBLEM TO BE SOLVED: To reduce the production cost of a heat insulating panel having a recessed cross section by sprinkling a foamable resin raw soln. over the single surface of a skin material on the way of the continuous supply of the skin material to a thickness regulating device to oppose this surface of the skin material to the inner surface plate on a conveyor and guiding the skin material to the thickness regulating device to mold a strip like foamed resin heat insulating layer. SOLUTION: Common joists 3 are fixed to an inner surface plate 2 along the side ends in the longitudinal direction thereof and the surface to which the common joists 3 are fixed of the inner surface plate 3 is turned upward to align the lying direction of the common joists 3 with the advance direction of a conveyor 6. The inner surface plate 2 is placed on the conveyor 6 during driving so that the front end 2a thereof is brought into contact with the rear end 2b of the previously placed inner surface plate 2. On the way of the supply of an unwound skin material 4 to a thickness regulating device 7, a foamable resin raw soln. 9 is sprinkled over the single surface of the skin material 4 from a mixing head 8 and the skin material is supplied to the thickness regulating device 7 while this surface is opposed to the inner surface plate 2. The foamed resin heat insulating layer 10 thus formed is cut along the gap at the contact position 2c with the inner surface plate to obtain a foamed resin heat insulating panel 1 having a recessed cross section.
