PROBLEM TO BE SOLVED: To improve efficiency by replacing a fixed magnet which is used for magnetic application apparatuses and is large in size and has bad efficiency. SOLUTION: Many small magnets are disposed on the outside surface of a treatment device or inside the device such that treated liquid can be passed through many regions where a magnetic field is uniform and many regions where magnetic intensity is changed. A N-pole○and a S-pole (black circle) may be disposed regularly or at random. A magnet of a ring or a belt shape may be used instead of a small magnet.
