The invention applies to instruments and is intended for the calculation of consumed heat and water in open and closed type thermal heating systems. The intention is to increase the precision of water and heat flow calculations, expand functional potentialities, simplify the structure, the electromagnetic heat and water amount meter consists of debit sensors (1, 2), temperature sensors (3, 4, 5, 6), an indicator (7),and a voltage polarity commutator (8). In addition there is an analogous commutator (9), a disturbance compensating unit (10), a debit sensor (11), microprocessor (12) with a control unit (13), memory unit (14), an output unit of standard signals (15), an input amplifier (16), standardising amplifier-commutator (17) and a supportive resistor (18), which is connected to the voltage polarity commutator (8) and one input of the analogous commutator (9), the digital data bus of which is connected to the data bus of the microprocessor (12).The control bus of the meter is in parallel connected to the microprocessor's (12) control unit (13), analogous commutator (9), standardising amplifier-commutator (17), disturbance compensating unit (10) and the voltage polarity commutator (8), and it's data output bus and address bus in parallel, connected to an indicator (7), memory unit (14), the one that has frequency and current outputs. The other four outputs of the analogue commutator (9), are connected to outputs of the temperature sensors (3, 4, 5, 6), and the sixth input connected to the output of the standardising amplifier-commutator (17), the inputs of which, through the disturbance compensating unit (10) and input amplifier (16) are connected to each input of the debit sensors (1, 2, 11), excitation windings of which are connected to the voltage polarity commutator (8).
