This invention relates to an image motion adaptive up/down conversion system for layer coding of space zone and method therefor. According to this method, motion data found in coding of each layer are used for conversion, and without motion detection and motion estimation for conversion only, a motion adaptive deinterlacing technique is used to improve the conversion function. This invention can be employed for conversion of space resolution in video codec using motion compensation and DCT.
