A power generating device(2) is supported by an yoke(4) connected to an air conditioner pipe. It is composed of two wind mills(8) with a eccentric shaft(6) on the circumference. The rotary force of the wind mill(8) is converted into the reciprocating movement by a crank rod(10) which has two arms in which a sliding slit(12) eccentric shafts(6) are connected. On the other end it has a projection(14) which is slide connected in a slit(18) of an intermittent shaft(16) the slit(18) has a specific recess(20) on the bottom which allows the movement.
