This apparatus comprises a coupling means(30), a bracket(29), a plate-spring(40) and a steel plate part(42). The coupling means(30) is screw-coupled with the end section of the fixed axis. In the bracket(29), a coupling block(33) is weld-attached to the upper face. The plate-spring(40) whose middle part is coupled with the bracket(29) to press a face of the hand rail(27). The steel plate part(42) is bolt-coupled with the bracket(29), and is closest to the lower face of middle portion of the plate-spring(40). Thereby, the maintenance and installation are easy with the user's convenience.
