This invention consists of the first determiner(5) and the second determiner(6) each placed on the air inlet port(3a) and on the air outlet port(3b) of the duct(3) including the evaporator(4) and measuring the characteristic of the pipeline resistance varied by the frost covering the evaporator(4), the differential amplifier(9) that calculates the difference between two characteristics measured by the first and the second determiner(5,6). the comparator(10) that compares the difference calculated by the differential amplifier(9) and the basic electric potential indicating the permitted pipeline resistance, the switching transistor(11), as a switching element, supplying the electric source to a heater if the difference is higher than the basic electric potential and interrupting the electric source supplying to a heater if the difference is lower, and the relay(12). This invention improves the cooling efficiency of the evaporator and reduces the consumption of electric power.
