PROBLEM TO BE SOLVED: To automatically generate a language expression in voice and various actions suitably synchronized with it from semantic contents by performing voice synthesization to character strings in the instruction of uttering at the timing of uttering and performing picture processing synchronously with the timing of uttering. SOLUTION: An instruction generating means 100 generates an instruction so as to synchronously execute a character string containing an instruction for performing picture processing to provide the action at any suitable position in the character string and a sequence composed of instructions in addition to a character string to constitute a sentence for uttering. An instruction processing means 200 successively outputs the character strings of uttering instructions generated by the instruction generating means 100 to a voice synthesizer 300 at the timing of uttering and outputs the instruction for reflecting a picture with the action to a picture plotter 400. The instruction generating means 100 is provided with a case receiving means 1 10 or an explanation knowledge storage means 160 for receiving the input of semantic contents of the case to be expressed.
