PROBLEM TO BE SOLVED: To restrict an occupant more successfully bay desirably regulating the expanding condition of a bag. SOLUTION: A bag 7 is connected to an inflator 5 through a gas inlet 14 so that the gas inlet can restrict diffusion of the gas so as to regulate the direction of gas spouting, so that the expansion of the bag 7 is started from such the portion of a main body 9 that faces to an abdomen 8 where is more resistant to impact force than a breast 10. Thereafter, the expanding condition of the bag 7 is regulated so that an upper expanding portion 11 will be contacted with the breast 10 under the condition capable of absorbing the impact force, thereby the expanding state of the bag 7 being controlled to a desirable condition, improving the ability of the bag in restricting an occupant 6.
