PROBLEM TO BE SOLVED: To add a smoke reducing function to a silencing function by mixing and discharging emission gas and cooling water together. SOLUTION: Deflection plates 51, 52 introducing emission gas A0 and cooling water W0 to a downward flow F1 and baffle plates 61, 62 converting the downward deflection flow F1 into an upward deflection flow F2 are arranged in a diffusion chamber 3 of a muffler, and in the baffle plates 61, 62, their upper edges are arranged at the same height as the lower edges E1 of the deflection plates 51, 52, or arranged above them. All the deflection flows F1 , F2 of the emission gas A0 inside the diffusion chamber 3 are mixed with the cooling water W0 so as to be passed through porous plates 71, 72 together.
