PROBLEM TO BE SOLVED: To provide a nickel base plate of a high capacity density and a long lifetime, in which a using rate of active substance is high, by forming a cobalt oxide layer by chemical impregnation during a process in which the required active substance is filled by electrolytic deposition and chemical impregnation. SOLUTION: Part of nickel hydroxide serving as active substance is filled into a porous metal base plate such as a sintered nickel base plate by electrolytic deposition. Subsequently, a cobalt oxide layer is formed by chemical impregnation. Thereafter, the residual nickel hydroxide excluding the above-described part out of the total quantity of the required active substance is filled by chemical impregnation. In this case, it is preferable that the filling quantity of nickel hydroxide by the electrolytic deposition should be greater than that by the chemical impregnation. |
