PROBLEM TO BE SOLVED: To provide a fuel production device used for emulsifying water and a fuel oil into charged colloidal micelles and enabling the production of a low- pollutive, gel-like emulsified fuel high in calorie and capable of being used for all combustion equipments such as internal combustion engines, external combustion engines and boilers at a low cost. SOLUTION: This device for emulsifying (A) water and (B) a fuel oil into charged colloidal micelles is provided with a compounding and circulating tank 1 for compounding and circulating the raw materials A and B and an activating auxiliary, a whirlpool-micronizing device 3 for supurfinely micronizing the compounded raw materials (e.g. into particles having a particle diameter of <=1μm), a high pressure booster pump 2 for forcefully feeding the raw materials into the whirlpool-micronizing device 3, a charge-adding device 4 for enhancing the zeta-potential of the colloid obtained with the whirlpool-micronizing device 3 by a permanent magnet action, and an air or oxygen-supplying device 5 for supplying air or oxygen.
