PROBLEM TO BE SOLVED: To reduce the writing voltage and to expand the margin of the driving voltage. SOLUTION: The device has first and second sustained electrodes X and Y, which are extended in a row direction, and a dielectric layer 17, which covers the electrodes X and Y, on a first substrate 11. Moreover, an address electrode A, which is extended in a column direction, on a second substrate 21 which opposes the substrate 11 through a discharging space 30. When a writing discharge EDM is generated between the electrodes X and Y, the electrode X is biased to a positive potential and the electrodes A and Y are biased so as to generate a discharge EDT between the electrodes A and Y while the electrode A is made an anode.
