PROBLEM TO BE SOLVED: To remarkably attenuate and decrease respectively vibration of solid and transmitting sound in solid by forming a rubber powder-contg. urethane elastic body layer on a foamed sheet layer with closed-cells. SOLUTION: A laminated structure subjected to soundproofing and damping treatment is prepd. by bonding a foamed sheet layer 2 on a specified position of e.g. an H-shaped steel 1 like a railroad rail through an ordinary adhesive or a pressure-sensitive adhesive and forming a rubber powder-contg. urethane elastic body layer 3. The foamed sheet layer 2 contains closed-cells and the rubber powder-contg. urethane elastic layer 3 includes a polyol ingredient and a rubber powder with a particle diameter of 50-1,000μm.
