<p>PURPOSE:To continuously output picture data by using a DRAM for a frame memory in which the picture data of one picture of a field to be recorded is stored temporarily, and reading out the picture data at an apparent double ratio after multiplex-accessing the frame memory. CONSTITUTION:A picture 50 of one frame is divided into the plural areas being prescribed areas, that is, blocks 52, and the picture data is read out of each block 52. Each block 52 can have 8 picture elements in a horizontal scanning direction H, and 8 picture elements in a vertical scanning direction V. And also each block 52 can have different numbers of the picture element in the horizontal and vertical directions. The picture data read out of each unit of the blocks 52 is transmitted to an encoding part 26 and an orthogonal transform coding part 28 by the output. The picture data of each block, which is read out of a frame memory 24 by a memory controller 18, is transmitted to the encoding part 26, transmitted again to the orthogonal transform coding part 28 for each block, and transformed orthogonally.</p> |
