The cosmetic water for blocking 290-320nm solar UV-B and 320-400nm UV-A effectively without any application side effects is prepared by mixing 1-15% w/w of the UV absorbent; water-insoluble octyl methoxycinnamate, butyl methoxydibenzoylmethane, oxybenzone, benzophenone-3, and/or octyl triazone; 1-10% w/w of UV scattering agent(s); zinc oxide whose particle size is 1-5um; 0.1-1.0um titanium dioxide, and/or 1-10um kaolin; 0.05-5.0% w/w of water-dispersible inorganic viscosity-increasing agent; aluminum magnesium silicate, magnesium sodium silicate, and/or aluminum hydroxy gel. For a cool and fresh feel 5-50% w/w ethanol can be added as well as 0.1-10% w/w hyaluronic acid that forms a film to protect the skin from side effects.
