PROBLEM TO BE SOLVED: To keep constantly stable treatment function by attaching a heating means to a treatment tank, in which a carrier is housed and an agitating body is installed, detecting the temperature of the inside of the treatment tank and controlling the temperature, and controlling the agitating body by estimating the water content of the carrier based on the ratio of the ON time and the OFF time of the heating means. SOLUTION: A panel heater 3 is attached to the outer face of a treatment tank 1 to house a carrier body 2, a thermistor 9, which is a temperature detecting means, is installed between the outer face of the treatment tank 1 and the panel heater 3, and a freely rotatably agitating body 27 is installed in the inside of the treatment tank 1. Electricity application to the panel heater 3 is controlled to keep the temperature of the inside of the treatment tank 1 within a prescribed range and at the same time the ratio Ta/Tb of the ON time Ta and the OFF time Tb of the panel heater 3 is compared with a standard value▵Ts with a prescribed width corresponding to the atmospheric temperature. In the case the ratio Ta/Tb is smaller than the standard value▵Ts, it is determined that the water content of the carrier body 2 is low and slightly dry and the agitating frequency is lessened and the temperature of the panel heater 3 is lowered.
