PROBLEM TO BE SOLVED: To suppress deposition or fixing of a toner or paper powder on the surface of an electrifying roller by forming an elastic layer essentially composed of epichlorohydrin rubber on a conductive core metal and then forming a surface layer containing an aromatic isocyanate. SOLUTION: The conductive roller 201 is composed of a conductive supporting body 101 as a core metal, a photoconductive elastic layer 102 formed around the conductive supporting body 101, and a surface layer 103 formed on the outer surface of the elastic layer 102. The photoconductive elastic layer 102 has 10<7> to 10<9>Ω.cm electric resistance and has 0.5 to 10mm thickness to obtain good results. If the layer is made <0.5mm thin, dielectric breakdown of the photoreceptor or unstable electrification potential is caused. If the layer 102 is made >10mm thick, electrification shortage is caused. The surface layer 103 is a film composed of a nonadhesive material having 5 to 20μm thickness.
