PROBLEM TO BE SOLVED: To produce a high strength chromium strangles steel sheet in which the generation of burrs at the time of punching is suppressed and suitable for the material for stainless frames for producing IC packages and stainless frames such as dicing saw tape frames. SOLUTION: This high strength double phase structure chromium stainless steel sheet for punching has a compsn. contg., by mass, >0.03 to 0.15% C, 0.30 to 1.00% Si, 0.10 to 1.00% Mn, <=0.040% P, 1.0 to 4.0% Ni, 10.00 to 20.00% Cr, <=0.12% N, 0.001 to 0.020% B and <=4.0% Cu, in which the content of 0 is limited to <=0.020%, and the balance Fe with impurity elements. Furthermore, it has a chemical compsn. satisfying the relations of 0.05<=C+N<=0.20 and 1.00<=Ni+(Mn+Cu)/3<=5.0 is composed of 50 to 90vol.% martensitic phases + ferritic phases and having <=10μm grain size and >=300Hv surface hardness.
