PROBLEM TO BE SOLVED: To produce a Ti-Nb added low carbon and nitrogen ferritic stainless steel excellent in workability. SOLUTION: This stainless steel has a compsn. contg., by mass, <=0.02% C, <=1.0% Si, <=1.0% Mn, 10 to 35% Cr and <=0.02% N, furthermore contg. one or two kinds of Ti: >=7 Ti/(C+N) to 0.30% and Nb: >=Nb/(C+N) to 0.50%, and the balance Fe with inevitably intruded impurities, and the number of precipitates with <=1μm diameter at the time of hot rolled sheet annealing is regulated to <=100 pieces per 100μm<2> .
