PROBLEM TO BE SOLVED: To enable a line to perform stable transmission wherein cell discard is hardly caused by reducing the traffic of inflow to an ATM network entering a congestion state, and further decrease the number of lines between the ATM exchanges. SOLUTION: To perform transmission from a G3FAX terminal through the ATM network, an ATM exchange discriminates G3FAX by a tone detection part 16 or FAX protocol control part 15, and a FAX processing part 14 digitizes the signal and sends it. At this point, a congestion state detection part 18 discriminates a congestion level on the basis of traffic data measured by a traffic measurement part 17 and an ATM bus control part 5 and other-device congestion information 20 in the network, a FAX speed control part 19 determines a G3FAX transmission rate corresponding to the congestion level, and a FAX protocol control part 15 intervenes in the connection protocol between G3FAXes to control the transmission rate between the G3FAXes and transmits. |
