PROBLEM TO BE SOLVED: To securely drip the specified amount of liquid by providing a tester with a dripping nozzle having a specific diameter, activating a feed pump of test liquid every specific period, stopping the pump when a current with specific value flows between a pair of electrodes, and by counting up by one the dripping frequency. SOLUTION: When a power supply is turned on, a timer OSC-1 operates, and when a setting time of 30±1 seconds passes, a contact point OSC-1a and an auxiliary relay OSC-1 are closed and a contact point OSC-1Xb is opened, so that the timer OSC-1 is reset. Then the contact point OSC-1a and relay RY-1a are closed and a feed pump P1 of test liquid is activated to feed a test liquid to a dripping nozzle with a tip end of 1.1 to 1.4mm in outer diameter, and a drop of specified size of 20<+3> -0 mm<3> is dripped from its tip end. The drop covers over two electrodes, and when the drop covers over two electrodes to generate a current of at least 0.05A, the contact point MA-1a of a meter relay MA-1 are short-circuited and a control relay X1b is closed. Then the contact point and relay Ry-1 are opened and the pump P1 is stopped, allowing a counter CU-1 for dripping frequency to count up by one.
