PROBLEM TO BE SOLVED: To perform uniform polishing without seriously damaging a base material surface by a method wherein a layer of non-woven cloth selected from a group consisting of entanglement non-woven cloth, containing a specified amount of fibers having a specified fiber size and melt blow non-woven cloth is formed at least on one surface to form a polishing sheet. SOLUTION: A polishing sheet suitably used for texture processing when a magnetic recording medium is manufactured is formed such that a layer of non-woven cloth selected from a group consisting of entanglement non-woven cloth containing 80% or more of fibres having a fiber size of 10μm or less is formed on one surface. One exposure surface is used for texture processing of a non-magnetic plating base material surface. In this case, a non-woven cloth layer contains very fine fibers with a fiber size of 1-5μm and superfine fibers with a fiber size of 0.8μm or less. The very fine fibers have the number of fibers being 0.1-5% and the superfine fibers have the number of fibers contained in a ratio of 95-99.9%. Polyamide fiber is used as the very fine fiber and a polypropylene fiber is used as the superfine fiber.
