The apparatus has four Peltier elements (2) arranged in the interior of the housing connected beneath the base plate (1). A blower removes the waste heat arising in the cooling operation of the elements and from their current supply (4). A control device (13) monitors the operation, and particularly temperature regulation. The transformer of the current supply is arranged centrally in the housing, formed rectangularly in plan view and is a ring core transformer. The Peltier elements are arranged in the area of the corners of the base plate.
