PURPOSE:To realize encoding with less deterioration of picture quality through simple constitution by selecting a maximum value and a minimum value, in which an error comes minimum, and the index value of each picture element. CONSTITUTION:An input television signal is inputted to a blocking circuit 11 through an A/D converting circuit 10, and is divided into blocks. One pair of data related to the maximum value and the minimum value of picture element data in the block are calculated by a minimum value.maximum value calculating circuit 12, and further, are corrected by a maximum value.minimum value correcting circuits 14-1-14-n. These data are encoded by block encoding circuits 16-0-16-n, and are decoded by decoding circuits 18-0-18-n. The error between the decoded data and a true value is calculated by error calculating circuits 20-0-20-n, and the adequate data and the encoded data are selected by switches 22, 24 according to the minimum value of its output. |
