A temperature of melted steel is forecasted by a neural cooling variation, a cooling variation by an inlet of a coolant and a thermal variation of chemical reaction utilizing neural network. The forecasting method comprises; a starting step of the neural network contains a neural network I to enumerate the thermal variation of a natural cooling, a neural network II to enumerate artificial thermal variation and a neural network III to forecast the melted steel temperature from the refining process, a transmission step of a control order in PLC after saving an operation data in online file, forecasting a temperature by the natural cooling thermal variation, artificial thermal variation and transit time from the refining process, a temperature control step of the melted steel.
