PROBLEM TO BE SOLVED: To provide a method for producing a covering elastic yarn good in uniformity. SOLUTION: This method for producing a covering elastic yarn comprises feeding an elastic fiber as a core fiber by the use of a predraft roller and subsequently winding a non-elastic fiber as a covering fiber on the elastic fiber. Therein, the contact length L of the predraft roller with the elastic fiber is controlled to 0.1-5cm, and the surface velocity V of the predraft roller is controlled to 200-2500cm/min. Further, L×V is controlled to <=1800.
