Disclosed is an apparatus and a method to control a thickness of a steel plate. The apparatus comprises an emission rays supplier 3, an emission rays sensor 4, an amplifier 5, a microprocessor 6 and a thickness controller 8. The apparatus further comprises an A/D converter 12, a calculator 12 and a D/A converter 14. The A/D converter 12 converts the analog signals into a digital signal. The analog signals are a thickness-difference value from the microprocessor 6 and a roll speed changing value from the thickness controller 8. The calculator 12 sets a model due to the digital signal from the A/D converter 12, and converts the model in an state partial model, and cumulatively calculates the thickness-difference using the Kalman filtering process. The D/A converter 14 converts the digital signal from the calculator 12, and transmit the analog signal to the thickness controller 8. Thereby, the thickness control is precisely performed according to the improved filtering process.
