The device has a housing (2) with supply chamber (40), applicator (8) and valve (20). The valve (20) which is set in a connection between an opening (18) in the movable wall and the applicator element (8) is a non-return valve which opens as soon as the force of the material acting on the valve member (21) from the opening (18) is greater than the sum of the force of the flowable material acting from the applicator element and a force normally urging the valve member into the closing position. The spring forcing the valve member (21) of the non-return valve into the closing position is formed by an elastic foam body (36). The applicator element is set at the free end of a tube (6) guided in the housing and ending in a part open to the supply chamber.
