PURPOSE:To eliminate the need for a decoder depending on the coding system to discriminate sound/silence for a packet exchange and to eliminate the need for a complicated device such as mode detection in the packet exchange. CONSTITUTION:A voice coder 2 adds power information of an input voice to a voice code and outputs the result to a MODEM 6 at a coding speed of a data series. A packet exchange 9 compares the power information of a signal inputted from a MODEM 8 with a threshold and outputs the voice code to a packet line 14 in the case of the voiced sound only. Or signaling information is added in place of voice power information as channel selection information of the packet exchange 9.
