PROBLEM TO BE SOLVED: To continuously, easily and safely obtain the subject compound useful as a raw material for various polymers without using any auxiliary feedstock, therefore causing no production of wastes derived from such auxiliary feedstock, by reaction between a cyclic carboxylic ester and monoethanolamine. SOLUTION: First, an intermolecular dehydration reaction is carried out between a cyclic carboxylic ester of formula I ((m) is 0 or 1; (m+n) is an integer of 3-5; one of CH2 s may be substituted with 0 atm or S atom) and monoethanolamine in a liquid phase to effect conversion into a cyclic N-(2- hydroxyethyl)carboxylic acid amide of formula II. Subsequently, the compound of formula II is subjected to vapor phase intramolecular dehydration reaction in the presence of an oxide catalyst containing an alkali (alkaline earth) metal element and Si to effect conversion into the objective cyclic N-vinylcarboxylic acid amide of formula III. For example, it is preferable that the compounds of formula I, formula II and formula III areγ-butyrolactone, N-(2- hydroxyethyl)-2-pyrrolidone and N-vinyl-2-pyrrolidone, respectively.
