PROBLEM TO BE SOLVED: To provide a water-soluble fiber-treating agent having improved storage stability and giving improved water repellency, its persistency and oil repellency by dissolving a comdensate of a cohydrolyzate of specified alkoxysilanes in water. SOLUTION: This agent is prepared by dissolving a condensate of a cohydrolyzate of a fluoroalkyl-containing alkoxysilane represented by formula I (wherein Rf is a polyfluoroalkyl represented by Cx F2x+1 or the like, X is a valance bond such as CH2 or the like; R<1> and R<2> are each a 1-4 C alkyl; (a) is 0-3 (b)is 1-3; (c) is 0 or 1; and (n) is 1-20), an alkylcontaining alkoxysilane represented by formula II (wherein R<4> is a 1-10 C monovalent hydrocarbon group; R<5> and R<6> are each R<1> ; and (d) is (c)), an amino alkoxysilane represented by formula III [wherein R<7> and R<8> are each H or a 1-15 C (amino)alkyl; R<9> is a 1-18 C divalent hydrocarbon; R<10> and R<11> are each R<1> ; and (e) is (c)] and an epoxy alkoxysilane represented by formula IV (wherein Q is a monovalent epoxy aliphatic or alicyclic hydrocarbon group; R<12> is a divalent hydrocarbon group which may contain an oxygen atom; R<13> and R<14> are each R<1> ; and (f) is (c)) in water.
