PROBLEM TO BE SOLVED: To provide a refuse incinerating device to comprise a waste heat boiler to generate steam by recovering a waste heat from exhaust gas generated at an incinerator and a generating device to generate a power by driving a turbine by means of generated steam, improve controllability of a combustion type superheater to be located in a steam feed passage from the waste heat boiler to the generating device and superheat steam in the passage and simultaneously reduce incurring of an exhaust gas loss, and simultaneously save a fuel consumption amount, and improve fuel economical efficiency. SOLUTION: An exhaust gas circulation passage 21 is provided to introduce exhaust gas from a combustion type superheater 20 to effect air screen cooling of the peripheral wall part of a combustion chamber 23 of the combustion type superheater 20. The combustion chamber 23 is divided into a main combustion chamber 23a and an after-combustion chamber 23b and a combustion gas diffusion mechanism 24 is arranged between the combustion chamber 23 and the following combustion 23b. Combustion gas from the main combustion chamber 23a and circulation exhaust gas from the exhaust gas circulation passage 21 are mixed and diffused and after-combustion is carried out by the following combustion chamber 23b.
