PROBLEM TO BE SOLVED: To control the flow of an operating fluid to a proper quantity for the stable steering assisting force without causing the flow deficiency of the operating fluid when an abrupt steering action is taken and reduce the work quantity of a hydraulic pump to the utmost during the neutral steering operation requiring no steering assisting force. SOLUTION: The necessary flow within the operating fluid guided into the first pressure chamber 15 is guided to a discharge passage 8 through a control orifice 9, and the excess flow is bypassed to a drain passage 19 opened/closed via the movement of a spool valve 14. This flow control device is provided with a movable spring receiving member 36 kept in contact with one end of a control spring 17 in the second pressure chamber 16 and capable of changing the spring force of the control spring 17, an electromagnetic solenoid 4 moving the movable spring receiving member 36 from the outside, and a control unit 42 driving the electromagnetic solenoid 4 based on the steering angle signal. |
