PROBLEM TO BE SOLVED: To provide a packaging bag for grains which has an excellent deaerating property and an enter-preventing property for pest insects, and has a further excellent strength while keeping a favorable productivity for a packaging bag for grains made of a plastic film for which a plurality of pores for deaeration are provided. SOLUTION: This packaging bag is formed into a pillow type packaging bag of a laminated film, and at least at one location among regions 3a, 3b, 4a, 4b, 5a, 6a (note: 5a, 6a exist on the opposite side surface as well) with a specified width along the right and left, or the top and bottom ends, and at a region 7 with a specified width including a laid back sealed part 1, at least one row of an open hole row wherein holes of which the diameter is 100-1,000μm are arranged with specified intervals, is provided. In addition, an unevenness is provided on the back sealed part 1 to constitute this packaging bag 10 for grains. Also, by using a laser beam as a forming means of the open hole row, the open hole row with a stable hole diameter and a pitch can be easily formed, and the productivity can be improved as well.
