PROBLEM TO BE SOLVED: To prevent a flowing out of sewage at the time of restarting a water purifier. SOLUTION: The device is provided with diffuser pipe 6 for aeration and stirring machines at an upper part of a filter medium layer of a filter tank and at a sedimentation tank. At the time of restarting of the water purifying device, a discharge of a phosphorus eluted at the tank and a sludge floated on a water surface together with a treated water are prevented by operating a blower to send air from the diffuser pipe for aeration and to supply a dissolved oxygen by aerating the upper part of the filter tank and the sedimentation tank and by stirring surface layer waters of the upper part of the filter tank and the sedimentation tank by operating the stirring machines before operating a pump.
