PROBLEM TO BE SOLVED: To allow the exchange to make busy state channel changeover and multi-connection at a high speed with high reliability for a mobile terminal equipment by using a packet exchange network. SOLUTION: Packet exchanges 11a, 11b, 11c exchange and output packets to a desired output link. Transfer changeover means 15a, 15b, 15c select storage or transfer of each mobile terminal equipment based on the update of mobile state of the terminal equipment and the moving state. The transfer changeover means 15a, 15b, 15c have three entries of an ID used to identify the mobile terminal equipment for each mobile terminal equipment, a moving state denoting whether usual communication state or channel changeover state, and a transmission state denoting whether a packet is to be stored or to be transferred. The transfer state is two stages of 'transfer' and 'storage' and when the transfer state is the 'transfer', the packet is transferred as it is to a destination mobile terminal equipment and in the case of the 'storage', the packet is buffered in the exchanges. |
