PROBLEM TO BE SOLVED: To decode code data altogether without using a barrel shifter. SOLUTION: A decoding symbol generator 2 receives variable length code data 1 and the information 4 of the node of the Huffman tree of a present decoding cycle and outputs a decoding symbol 3 and the information 4 of the node of the Huffman tree of the next decoding cycle based on them. The information 4 of the Huffman tree of the next decoding cycle is returned to the decoding symbol generator 2 itself and used in the next decoding cycle.
