PROBLEM TO BE SOLVED: To form uniform emitter electrodes. SOLUTION: A conductive surface electron emitter comprises at least one pair of emitter electrodes 2, 3 on an insulating substrate and a thin film provided between the emitter electrodes and including an electron emitting part. Processes for forming the emitter electrodes 2, 3 include a process for forming the patterns of the emitter electrodes 2, 3 on the insulating substrate 1 from an emitter electrode material using a printing method, a process for subjecting the insulating substrate 1 on which the emitter-electrode patterns are formed to a hydrophobic treatment 21, and a process for applying a metal-containing solution 22 to the surface of the substrate after the hydrophobic treatment and for baking the same.
