<p>PROBLEM TO BE SOLVED: To report that a fault and a congestion occur except in a virtual channel(VC) route under self control to a transmission side terminal through the use of a transfer rate management cell at the time of the occurrence. SOLUTION: When a transfer possible rate information control request receiving part 102 receives a transfer possible rate information control request (information adding one of 'the occurrence report of the fault or the congestion' or 'the desired value of a transfer rate to be changed') from an exchange except the self one, a VC control part 104 generates transfer possible rate information of VC in a controlled system based on the transfer possible rate information control request and monitoring by an in-exchange fault/congestion monitoring part 103 (monitoring of presence or absence of 'an event to be a cause for changing the transfer rate of VC in the controlled system' inside the self exchange) and write the transfer possible rate information in the transfer rate management cell. A cell control part 105 inserts the transfer rate management cell where transfer possible rate information generated by the VC control part 104 is written to the VC of the controlled system.</p> |
