PROBLEM TO BE SOLVED: To detect rotary movement, etc., at the same place as action quantity, to discriminate action coursed by the factor other than raw water from the factor due to raw water itself and to discriminate a dormant state and a dead state by detecting the number of different picture elements in two images different in image pickup times thereby detecting the action quantity of an aquatic creature. SOLUTION: Raw water 2 obtained in a water purification plant, etc., is injected in a basin 2 and fresh-water fish 3 being the aquatic creature is bred. In the meantime, a video camera 4 is arranged at the position for image-picking- up the whole basin 1 as a subject from one direction and an image output signal from the video camera 4 is inputted to a signal processor 5. The signal processor 5 fetches the image output signal from the video camera 4 so as to store it, calculates the total of the picture element with a high non- coincidence degree in a part or a whole whether positions of two kinds of image data different in image pickup times (at a slight tome interval) and outputs alarm informing of that the basin 1 is in an abnormal state based on the action quantity. |
