SOLUTION: Screen control parts 21a and 21b update the contents of network diagram files 23a and 23b by network diagram update means 22a and 22b on the basis of network diagram update information and send the updated information to a network diagram information distribution processing part 15 of a central processor 1. The network diagram information distribution processing part 15 sends the network diagram updated information to distributed data processing parts 26b and 26a of the terminal devices 2b and 2a. The distributed data processing parts 26b and 26a analyze the updated information and pass the updated Information to the screen control parts 21b and 21a according to the analytic result. The screen control parts 21b and 21a display the updated information on display screens and the contents of the network diagram files 23b and 23a are updated.
