PROBLEM TO BE SOLVED: To attempt to improve the high water cutting-off properties without leakage even by pressurizing at full level in a tube and joint strength and facilitate the connecting operability by butting the ends of corrugated two-layer tubes, and winding water absorbing expandable nonwoven fabric on the outer periphery of the butted part. SOLUTION: The ends A3 and B3 of two-layer tubes A and B having smooth inner and outer surfaces 1 and 2 are horizontally butted. Then, water absorbing expandable nonwoven fabric 4 is wound on the butted part 3 as a center. The fabric 4 is wound on the tubes A and B one turn, and the residues are superposed. A retaining plate 5 is mounted on the weight, and the outer periphery is covered with a joint cover 7 having a cut part 6 in the tube axis direction so that the part 6 is moved to the center of the plate 5. The upper surface is clamped by a clamping band 8.
