PROBLEM TO BE SOLVED: To obtain high-degree certification function by constituting an image having gradation of a face image, a pattern or a mark number to be displayed as individual discrimination data of line pixels and using colorless printing ink containing a fluorescent substance to print a region consisting of the part other than pixels and background part of the image. SOLUTION: A pattern printing layer 4 having a pattern printed thereon and a display image part of a fluorescent printing layer 8 having individual data, the available period 7 of an ID card and a latent image 5 consisting of a non-display image part of an image of a face image, a pattern or a mark number to be displayed as individual discrimination data and a background part printed thereon are provided on a card base material 2 and a printing plate produced so as to apply fluorescent ink thereto is used. The fluorescent printing layer 8 having a latent image 6 printed thereon by using fluorescent ink is formed thereon and a colorless transparent protective layer 9 is provided thereon. The image of the face image, the pattern or the mark number becomes a developed image for certification incapable of being visually confirmed by usual light under the predetermined exciting light corresponding to the properties of fluorescent ink to be visually confirmed and composite individual discrimination data is confirmed.
